I can honestly say that I have never seen anything that looked like that and have no idea what it is.  But it is always good to learn.

That is a pulley crank doo hickey. And it's for raising and lowering the old fabric awnings they had above the door one main street.

Ok, I made that up but you gotta admit it sounded good.

That's what I was leaning toward, but can't figure out how things would fit.

Is it assembled in the photo, or is that three separate parts?

I believe slagmaker is as close as anyone might come. This was used to remake the screw rings on zinc canning jar lids. They would get stretched after an amount of use and this was used to remake those screw rings and make the lids fit the jars again. The lid was dropped onto the large wheel. The large handle swung the small wheel against the lid and the roller crank was turned against the lid to reform the screw track.

Needless to say I never saw that when I worked at the tomato canning plant.
