There you go! It is a cigar box tool, the blade is used to break the seal, the hammer for tapping out the tack, and the slit is for pulling stubborn tacks

 There Is nothing better than old cigar boxes at an auction you never know what is going to be in them!  It could be cigars, old coins, antique fishing lures, etc.  back in the old days they didn't just throw everything away when they were done with it they re-purposed it. And cigar boxes were some mighty fine storage.
