Early era reloading tool.  Small end is neck expander, large end is primer seating hammer, with case lengths marked on the tool.  It originally came with a set of ear plugs.

War hammmer and the markings were to tell how far ya sunk it in someones forehead.  It ended the guessing on bets.

I suppose we are all "guessed out".  it's a locomotive inspector's hammer. The hammer head was made to check for defects on a steam locomotive, including lateral clearance of driving wheels and engine and trailing trucks, drive-wheel flange height, grab-iron and end-handhold clearance, flat and shell spots on wheels, and coupler contour. It was also useful for checking for loose nuts and metal thicknesses.
