I thought I heard somewhere or read something that sellers wont ship an item until the buyer leaves feedback.
If that's true what the heck is the buyer leaving feedback for? How beautiful the sellers pictures were?

I bought an item exactly one week ago today, paid for it within minutes from buying it and haven't heard a word from the seller yet.

I haven't left feedback but like i said, I cant see what I'm suppose to leave feedback about at this point. Wonder if it's too early to start a dispute via their online form :iroll:

I think Epray changed the feed back system so that sellers could only leave POSITIVE feedback for buyers.   It used to be the sellers wouldn't leave feedback until the buyer did and if the buyer left negative feedback, the seller would hammer the buyer even though the buyer paid promptly.

What you are describing is new to me.  I don't use Epray a lot anymore since they banned all gun related items.

I would send the seller a note through the Epray system (so you and Epray has a record of the inquiry) and ask whats up.

Jim,
It might be like the payment I sent to you through PayPal , and you had to
go to PayPal to retrieve it.  Maybe he didn't get a notice that you paid.

I paid him through PayPal with funds that were all ready setting in the account. I think the payment you made Nelson came from an epayment or something didn't it? So basically PayPal had to wait for it to clear.

I did send him a note through the Ebay system last night. The whole purchase is pretty minute but still what gives with people. :nono:

eBay only allows POSITIVE feedback now. They would be smart to eliminate their feedback system altogether. I try to buy my horns from the same seller I have been using for a couple of years.

THO Game Calls

Both E bay and PayPal (which is owned by E bay) both instituted new policies in the last year.

E bay will not allow sellers to leave anything other than possative feedback for buyers, while buyers can leave any type of feedback.

PayPal now requires that certain items be paid only with paypal, and places a 21 day hold on some funds if the seller has less than 100 feedback, sells in a high fraud area, or has low Detailed Seller Ratings.  There may be some other reasons I have forgotten.  This is being done to protect PayPal and the buyers from the scam sellers.

While you may have paid the seller, PayPal may not releaseing that money to the sellers account.  It shows in the sellers account, but is shown as PENDING and he can not withdraw it or use it for payments on other items, not even shipping.

The seller however can get his money in less than 21 days if he can prove via on line confirmation that the item was delivered, or if the buyer leaves possative feedback before the 21 days is up.

Because of the hold on payments, some sellers are viewing this as not being paid and are protesting this new policy and so will not ship the item until the funds are released.

If you do not recieve your item, you can file an Item Not Revieved claim with PayPal.  You must wait 10 days to file the claim, and you must file it within 45 days.  You do this through paypal.  Log on and go to the Dispute Console and open a dispute.  You can escualte your dispute to a claim and if the seller cannot prove via on line delivery confirmation that the item has been delivered, not just shipped but delivered.  If the seller can not prove delivery you will more than likely win.  Once you open a claim, the seller has 10 days to respond before PayPal will take any action.  If you close the claim you cannot reopen it.  It can take PayPal up to 60 days to settle a claim.  On top of the 10 days you had to wait to open it, and the ten days you had to wait for the seller to respond, so your money could be tied up for almost 3 months.  That is why most experianced E bay buyers use a credit card for purchases of items that are high dollar.  It is easier to do a CC charge back than win a PayPal claim, and faster.

You can go to E bay and request the sellers information and get his or her phone number and call them.  E bay provides that option also.

Beginning in October, the only form of payment that will be allowed on E bay will be PayPal, or a merchant credit card account.  E bay will no longer let sellers list items for sale with a payment of money orders or persoanal checks.

These policies have been put into place to weed out the fraudulent and bad sellers, and protect PayPal and E bay from having to shell out money to cover buyers under the PayPal Buyer Protection Plan.

Also sellers that have less than excellent feedback and detailed seller ratings over the last 30 days are being suspended from E bay.  Some for 30 days, some longer.

Another change that E bay put into place recently was a cap on shipping charges.  In certain areas, when a seller list an item, E bay will not allow that seller to set a shipping charge higher than the limit e bay sets.

The last change is that buyers who try to use these policeis to hold sellers hostage with feedback, and have a track record of leaving negative feedback, they  are in many cases having their accounts suspended and the feedback they left for sellers removed from the sellers ratings.

Hope that helps and gives you a little insight as to what may be happening and how e bay is trying to rid the site of sellers and buyers who are less than ethical.

I filed a Item Never Received Claim tonight. Guess we'll see what happens. Mannn what a crock.
And all over less then 10 bucks...but man I hate getting screwed. :mad2:
