Can he still hunt? or is it one and done?
We can only shoot one buck, but then as many doe as we can buy tags for.  PA is divided into a bunch of management units and each unit is allotted a certain amount of doe tags. 
Higher populated areas are allotted a higher amount of tags (Philly and Pittsburgh areas in particular).  However, I believe animal rights groups are now buying large blocks of tags thinking they're saving lives.  :shrug:
