I heard again today on the radio that the dems said that they WOULD pass obama's healthcare package and were working on the moderate members in their party for support. Maybe the timing is pretty good on this since I am sure it will be a campaign issue shortly.
A simple up or down vote is similar to a straw vote where members can vote to show their support or opposition. It works good if you have something like this to see who is on your side or opposed. This way you can beat the crap out of them or offer to keep their military base open if they change and support your view. It is not an actual vote but will give the dems a view of who "needs to come in line with the party."
