TN passed a law right after Katrina to keep that from happening here.

It happened in 1890 at Wounded Knee Creek in South Dakota.

The federal government went to disarm some Lakota Indians and, after disarming most of them, killed them. Try googling Wounded Knee Massacre for more info.

So, yes, it has happen here.
