Yah looks like they're using their shoes to hold their place in line, but where?...since they all look like border hoppers, I'm gonna say Texas or Arizona Border

Nicely done.
I got it in an email, and yes it's the welfare line. It's a lot more comfortable to play on your iPhone while sitting down.
