That was my first thought too. Mom had a cast one that had a sealer that looked a little like the wheel, but it also had a circle that cut the overhang crust off at the same time.

bambam was first with the correct answer. Also used to make decoration on other pastries .
This is what the one my mom used looked like. That one that you have was not made for the 'working class' of people.
