Todd is very close. It is a bull blinder. One way to prevent a dangerous bull from charging was to obstruct his vision, forcing him to move with his head up. There are slots in the lower eye covers so the bull can see the ground, but not straight ahead.

Once again Jim comes in with the winning answer. You are too kind to wait a couple of days to give others a chance to possibly guess the answer that you already know. I too was thinking of bull restrainer where you would put the bull's testicles in each of the cups. Once that happens a bull just gives up.
