It looks like the peg is kinda peened. :confused:

 My parents used to ask that a lot 😂😂😂😂😂.... I think it is a landing pad for the window weights that they used to do back in the old days.

Close enough. It is a pulley driver for the old windows that had ropes, pulleys and weights in the sash, the pulleys were driven into the mortise with this tool.
