It doesn't appear to cut all the way through whatever it cuts The anvil or base side of it is curved as if to hold something cylindrical... Just had a thot as my fingers type. Is it to cut the old lead pipe for plumbing?

Apparently no one knows what this was used for. Has not been allowed for over fifty years. All conduit bends are now required to be smooth, not crimped.

I can't honestly say that I have ever seen bends that have been made with that tool.

Yep!
I remember bends like that from when I was a kid, with the symmetrical dents inside the curve, but had no idea how they were formed. I can see many uses for custom curved tubing...
With the crimping direction, I was thinking the tool was for crimping metal connectors on large electrical cables.
