Pat is correct. These are friction cannon fuses. After the vent hole was cleared, powder and projectile loaded, powder bag pierced, the fuse was inserted and attached to a lanyard. When ready to fire, the lanyard was pulled, causing the powder in the fuse to ignite and send flame into the cannon powder. A rather large boom soon followed.
