Spoke shave.
It is used on wood products. Spoke shaves have two handles. Sorry for the slow response. Been having computer issues.

Just about to write this one off as unsolvable.

This is a folding timber scribe.. There are other models that don't fold. These were used to mark the joints when making a timber frame barn. Sections could be made a distance from the building site and this made assembly easier. The blade looks a bit like a scoop to cut the symbols into the wood.

That sure looks like an unhandy tool for that job.... which shows I don't know much about how it was used. :wo:
