Basically it means a bullet explodes on impact and does not penetrate.

As an extreme example, if you shoot a deer with a lightly constructed varmint bullet it would expand VERY rapidly and explode on impact resulting in no penetration = splash

Basically it means a bullet explodes on impact and does not penetrate.

It makes a very nasty surface wound with no penetration.

Yep!
I had a buddy do up some load for me when I went took my Texas coyote trip. The rounds were awesome through my Ruger, but in the field they sucked.
The minute they hit the coyote (on the ones I managed to hit) it would explode and the coyote done run off.  Nice flesh hole....but that's about it.

Ended up hitting the Walmart the next day for some factory loads.
