There is actually a live market in at least one state...I believe Illinois, but I could be wrong. I'm not sure what the purpose of animals is though that are bought and sold.

Illinois, I'm pretty sure uses them for penned runs.
They have quite a few pens that provide training for dogs.
Hear in Indiana we had a man arrested for selling live coyotes. Think it was near Greenwood but it has been a while back
