Snow

If your lucky enough to see them forming you can see the snow just takes a couple big flakes and starts rolling them along. As for being a flat land thing... I guess so as this is the only time I have ever seen them. We had them all over on the hills and flats alike. I know we had snow on the ground that was crusted just a little bit. Then the snow that fell was moced around with a high wind.
