Mystery Meter

I found this behind my neighborhood.  The concrete structure in the left of the pic has a manhole cover on top of it.  It looks like they went ahead and ran the sewer in plans to expand the neighborhood later as there are several of them in a straight line but only this one meter.  It looks to measure water flow, any idea what it is for or why it's there?

Cool, thanks for the link.  Guess I was right about the water flow being measured.  Wonder why they are measuring this thing in the middle of the woods behind our neighborhood.

   I'm wondering if they are trying to gauge the amount of rainwater flowing thru there to ensure the pipe is big enough to handle XX" of rain per hour.

I'd open it up and go down in.
It's an entrance to the beginning of a long winding series of underground rooms and tunnels. Like in LOST.
