I spent time in Puerto rico when in the coast guard and wht they describe down there was  bipedal , not sure how the myth got distorted to being dog like , also they described it as more reptilian like a lizard not like a dog .  They have alot of ufo sightings(insert own opinion ) alot of people there blame the military and the radio telescope at Aricebo
